Health Impact Assessment (HIA) program is not intended to impose new requirements on every project or decision. HIA is applied selectively to decisions that may have major, previously unrecognized health issues and as a tool that provides clear and understandable information on complex health questions. HIAs should also not be viewed as a tool to slow or stop projects. A strong HIA acknowledges the trade-offs and potential costs and benefits associated with various decisions alternatives and outlines opportunities and strategies to maximize health gains and minimize adverse health effects.
